Overview & Mission Challenge

In fast-moving incidents such as traffic collisions, hazardous-materials events, major fires or active-shooter situations, commanders must form an accurate picture of the scene within seconds. Live situational intelligence is essential for deploying teams safely, understanding threat vectors, identifying hazards and coordinating multiple responding agencies. Airborne units can deliver this crucial perspective immediately, but only if real-time video can reach decision-makers without delay.

Operational Challenge

Traditional communication tools – radio reports, fixed CCTV or ground-only video – offer incomplete or delayed coverage. They lack the elevated viewpoint required to assess perimeter risks, follow suspect movement, interpret traffic flow or identify secondary hazards. Latency or blind zones force commanders to make decisions with partial information, increasing danger to the public and to first responders. Without a reliable airborne downlink, coordinating multi-agency operations becomes far more difficult.

Vislink Solution

Vislink AVDS delivers the real-time visual intelligence required for rapid emergency response by turning helicopters and UAVs into instantly-available airborne cameras. Using AeroLink, airborne units can stream secure, low-latency 4K/UHD or dual-1080p HEVC video directly into the command environment, providing immediate clarity on threat locations, vehicle positions, fire spread or hazardous-material plumes. For missions where responders need beyond-line-of-sight visibility or resilient connectivity across urban or obstructed environments, Aero5 adds bonded 5G and LEO satellite capability to maintain a continuous 4K video link.

To ensure the stream reaches responders under all conditions, CIRAS-X6 provides six-way high-gain COFDM reception designed to cope with congested RF environments typical of city centres or high-activity scenes. This robust ground reception feeds into command vehicles, emergency operations centres and mobile units. The Quantum receiver can also be used where mixed imagery sources or advanced integration into wider operational systems is required.

Coordination across agencies is supported through LinkMatrix, which manages routing, role-based access and secure inter-agency sharing of live feeds. On the ground, Mobil Commander equips field teams with rugged, portable access to the airborne picture, enabling responders to navigate hazards, approach scenes safely and adjust tactics based on real-time developments. This end-to-end chain ensures incident commanders and field crews share the same live intelligence from the moment an aircraft arrives on scene.
